Quick answer: an RSA (Responsible Service of Alcohol) is the one-day certificate you need before you can pour, serve or sell alcohol anywhere in Australia. In NSW, VIC, TAS and WA it must be a state-approved course (usually face-to-face); in QLD, SA, NT and ACT a nationally recognised online course is fine. Book it in your first week, keep the certificate on your phone, and you can apply to every pub, bar and restaurant in the country.
What an RSA actually is
RSA stands for Responsible Service of Alcohol. It is a short course, unit code SITHFAB021, that teaches you when to refuse service, how to spot fake ID, what the laws say about intoxicated customers, and what happens to you and the venue if you get it wrong.
Every venue that sells alcohol has to make sure staff hold it. That includes:
- pubs, bars and clubs
- restaurants and cafés with a liquor licence
- bottle shops
- hotels, hostels with a bar, cruise boats, festival bars
If you plan to work in hospitality at all, assume you need it. Managers get asked for it during inspections, so they will not hire you without one.
Which states accept online
This is the part most people get wrong. Australia’s liquor laws are state laws, so the rule changes at the border.
| State / territory | Online accepted? | What you need |
|---|---|---|
| NSW | No | NSW-approved course, then apply for the NSW competency card |
| VIC | No | Victorian-approved course (face-to-face or approved virtual classroom) |
| TAS | No | Tasmanian-approved course |
| WA | No | WA-approved course |
| QLD | Yes | Nationally recognised SITHFAB021 |
| SA | Yes | Nationally recognised SITHFAB021 |
| NT | Yes | Nationally recognised SITHFAB021 |
| ACT | Yes | Nationally recognised SITHFAB021 |
The practical rule: do the RSA in the state where you’ll first work. If you land in Sydney and do a NSW face-to-face course, that certificate is also nationally recognised, so it covers you in Queensland later. The reverse doesn’t work: a Queensland online certificate is not accepted in a Sydney pub.
Rules change, so check the liquor regulator of your state before you book. As of September 2026 the table above is what we were told at each venue we worked in.
How long it takes and what it costs
- Face-to-face: one day, usually 9am to about 4pm. You get the certificate the same afternoon.
- Online: 3 to 6 hours at your own pace, certificate emailed when you pass.
- Cost: prices move around, so we don’t print them. The course block below links to the current price; the KoalaGuide code takes a percentage off.
Bring photo ID (your passport) and, if you already have it, your USI (Unique Student Identifier). If you don’t have a USI yet, the training provider will help you create one on the day; you need it for any nationally recognised certificate in Australia.

What the day looks like
We did ours in Sydney on a Tuesday, with about twenty other people, half of them backpackers. The trainer walks through the law, shows videos of intoxication signs, and you do a few role-plays refusing service. The assessment is a written quiz and a short practical. Nobody fails if they pay attention.
You walk out with a Statement of Attainment for SITHFAB021. In NSW you then apply online for your interim certificate (valid 90 days) and the physical competency card arrives by post; keep the interim PDF on your phone because managers will ask for it.
Other providers
CBD College is owned by the same people as KoalaGuide and pays KoalaGuide a commission on bookings made through our links, so of course we list it first. It runs daily in five cities and gets you the certificate the same day, which is why we recommend it. But it isn’t your only option:
- TAFE in each state runs RSA courses, often cheaper but less frequent.
- Online-only providers are fine for QLD, SA, NT and ACT and are often the cheapest.
- Hospitality agencies sometimes bundle the RSA with a first shift; read the contract.
Pick whichever fits your city and start date. What matters is that the unit code says SITHFAB021 and, for NSW/VIC/TAS/WA, that the provider is on the state’s approved list.
Getting the money side sorted
Most providers want payment by card. If your home bank charges foreign transaction fees, pay with a multi-currency card instead: we used Wise for every course and bond we paid in the first month, and it saved a few dollars each time.
What to do next
- Decide which state you’ll work in first and check its liquor regulator’s rules.
- Book the RSA for your first week; a weekday is easiest to get.
- Create your USI at usi.gov.au before the course (five minutes with your passport).
- Add the certificate to your phone and your CV the same day.
- Consider stacking it with the White Card or a barista course so you can apply for both hospitality and construction jobs.
- Start applying on the job boards below and walk into venues with your CV; Thursday and Friday afternoons are the best times.
Frequently asked questions
Do I need an RSA to work in a café?
Only if the café serves alcohol. Most cafés that open for breakfast and lunch don't, but many pubs, restaurants and bars do, and they won't look at your CV without one. Get it in your first week so you can apply anywhere.
Can I do the RSA online?
It depends on the state. QLD, SA, NT and ACT accept a nationally recognised online course. NSW, VIC, TAS and WA require approved face-to-face or state-specific training, so an online certificate from another state won't be accepted there.
How long is an RSA valid?
The national unit SITHFAB021 doesn't expire, but some states require a refresher. NSW asks for a refresher every five years and VIC every three. Check your state's liquor regulator if you plan to stay long.
Does the RSA count for the second-year visa?
No. The RSA is a certificate, not specified work. Only work in eligible industries and regions (farm work, some hospitality in northern and remote Australia) counts towards the 88 days. Check the Department of Home Affairs for the current list.
